It's playable on a PC. I play it on a 4 year old laptop, wireless, actually.

[/center]You have to download Steam in order to get it and play it through Steam. Hope that helps. 
Oh btw, Steam works a bit differently compared to OnLive. On Steam you download the game but you don't necessary have to start it up via Steam.
Steam downloads and installs the game on your PC. OnLive streams the game through a server nearby.
